What the World Bank’s 2019 Iraq grid appraisal proposed

A $200 million project design joined transmission, distribution and commercial improvements across four southern governorates.

The World Bank’s April 2019 appraisal described a proposed $200 million Electricity Services Reconstruction and Enhancement Project in Basra, Muthanna, Dhi Qar and Maysan. Its design combined transmission reinforcement, distribution improvements and work on the commercial management of electricity services.

This matters because a generation project alone cannot establish better service at the customer connection. The appraisal treated network capacity, losses, metering and collections as related parts of the investment case. Its targets and components are a dated baseline for examining subsequent procurement and operating results.

An appraisal sets out an intended programme. It does not show which assets were ultimately completed, how they perform in 2026, or whether service and collection targets were met. Current implementation reports would be needed for those conclusions.
