KRG delegation seeks fixed budget-transfer mechanism in Baghdad talks

The negotiating agenda covers salary funding, oil obligations and operating and investment allocations.

A Kurdistan Regional Government delegation began talks with federal Finance Ministry officials in Baghdad on 7 October, Kurdistan24 reported. The meeting follows a negotiating agenda set out by party-affiliated PUKmedia a day earlier.

The KRG is seeking a fixed mechanism in the 2027 budget for transferring salaries and other regional allocations. Its position is that salary payments should be detached from actual-spending conditions that can delay or reduce disbursements. The agenda also includes operating costs, investment spending, staffing entitlements and oil-related obligations.

Kurdistan24 identified representation from the KRG cabinet administration, natural-resources ministry, finance and accounting departments, and Peshmerga affairs. The reported start of talks establishes the negotiating stage; neither report announces an agreed transfer formula or a final regional allocation.
