JICA’s 2017 electricity loan set out Baghdad and Anbar substation work

The ¥27.22 billion Phase 3 loan is a historical financing and project-scope reference, separate from a second fiscal-reform loan.

JICA announced an electricity-sector reconstruction loan of up to ¥27.22 billion in October 2017. The Phase 3 scope included 132-kV substations in Baghdad and surrounding areas, mobile 132-kV and 33-kV substations in Anbar, and associated consulting services.

The same release announced a separate ¥30 billion fiscal-reform loan. Its value should not be counted as electricity-project financing. The published tender and completion dates were plans made in 2017 and do not describe an open opportunity today.

This document identifies the original financing decision and intended network assets. A later project record or evaluation is needed to establish completion, present operating condition and service effects.
