In its 14 September 2026 report, the joint ISW–Critical Threats assessment examines claims that Iran was relying on newer Iraqi armed networks for regional drone activity. It presents a hypothesis about changing relationships between these networks and established factions, drawing substantially on other media and unnamed sources. The analysis identifies uncertainty about how representative those sources are. It is useful as a research hypothesis, not proof of command responsibility for individual attacks.
